What is a The University Of First State Employment Application?

The University First State, which is North Carolina at Chapel Hill, while chartered four years after Georgia in 1789, was the first state university to hold classes. Classes began at UNC in 1795, and UNC is the only state university to have graduated students in the 18th century.

The two major groups of permanent employment at the University are referred to as “SHRA ” and “EHRA. ” These two groups have additional sub-divisions.

As a State entity, the University of North Carolina (UNC) system is subject to the State Human Resources Act. University positions are administered in accordance with the provisions and requirements of that Act. Positions covered by the Act are referred to as “SHRA” positions.

There are, however, four categories of positions have been largely exempted from coverage under the Act. Positions considered “EHRA” (Exempt from the Human Resources Act) fall in these categories:

  • Non-Faculty Instructional, Research and Public Service positions
  • Senior Academic & Administrative Officer (“SAAO”) positions

While the two groups have many similarities and are all state employees, SHRA and EHRA employees have some differences in terms of benefits, leave allowances, and policies. The University’s Office of Human Resources provides human resources programs and policy administration for SHRA and EHRA non-faculty positions; for faculty, human resources are primarily administered by the Office of the Provost.
